In his paper, “Strategic Options for the DoD SBIR Program,” Robin Gaster of Incumetrics provides a detailed analysis on the important role of multi award winners within the DoD SBIR program. The paper specifically corrects the methodology and data used in Amanda Bresler’s (PW Communications) paper that has been widely cited by opponents of further funding for experienced firms in the SBIR program. Dr. Gaster is an established economic analyst who was involved in many of the earlier NRC and related organization studies of the SBIR program.
